Dr. Ian Butterfield
Dr. Ian Butterfield brings to Legation Strategies more than 30 years of experience in international and energy matters, which he utilizes to advise foreign governments, non-US companies seeking to establish or expand a US commercial presence and US companies planning overseas expansion.
Dr. Butterfield served as the International and Government Affairs Director for the Westinghouse Electric Corporation, where he played the central role in opening up the Chinese market for US exports of civilian nuclear power equipment, technology and fuel. Dr. Butterfield did this while simultaneously advancing the corporation’s conventional and nuclear power interests in Russia, Ukraine and West Africa.
Prior to joining Westinghouse, Dr. Butterfield worked for 12 years in the United States Senate, counseling members of the Committee on Government Affairs on matters relating to nuclear, chemical and biological proliferation. He provided advice on all matters relating to US foreign, defence and intelligence policy to the Committee Chairman, Senator William V. Roth, who, in 1986, appointed him Secretary to the US Senate delegation to the NATO Parliament. Prior to coming to the U.S. Senate, Ian was a member of the foreign policy team of the Heritage Foundation, where he wrote and published extensively on African affairs.
Dr. Butterfield holds a bachelor of arts with honors and a master of arts from Magdalene College, Cambridge University, and a Ph.D. from the University
of Michigan.
